Yes it does - which shouldn´t keep one from enjoying it nevertheless - a shirt motto I frequently see around here (middle aged men with a punch seem to take to it especially): Heul doch - go ahead, cry...
Maybe the "doing it" just referred to him "wearing a t-shirt."
